Question

Does it take the Petco Submersible Heater 24 hours to start working and heating the tank? And does it take 24 hours to change the temperature too?

No, heater starts working immediately. What I did was, I gave my fish tank a full cleaning and added fresh "temperature controlled" water and then added heater. No adjustment needed. Stays at 78 degrees always.

It starts working immediately and should have the tank depending on how cold the water is heated to your settings within 30- 12 hours changes will take place slowly. If you have a ten gallons changes happen fast if you have 100 gallons things take longer.

Yes. It is just maintaining the water temperature by the internal thermometer and turning on and off as necessary.
