Yes, it says so in the manual you need to replace the filters every 3-6 months depending on how heavy the usage is.

Do I need this filter if I already have an Aqueon power filter?

http://www.petco.com/Shop/Product.aspx?sku=1083759 This is the filter I'm thinking about getting - which one do I need to get? Or should I get both?

I personally Have two filters on my 20 gallon tank. I have the Fluval u3 and the Aqueon Quiet flow for up to 50 gallons. Keeps my tank clear and keeps water changes at a min. I only do water changes once every 2 weeks.
I'd say go with 2 filters just make sure they are not to close together.
