I personally Have two filters on my 20 gallon tank. I have the Fluval u3 and the Aqueon Quiet flow for up to 50 gallons. Keeps my tank clear and keeps water changes at a min. I only do water changes once every 2 weeks.
I'd say go with 2 filters just make sure they are not to close together.

This filter is fully submersible so you can lay it on it's side in a tank that is not completely full. The unit comes with the necessary filter cartridges.

answer 2
yes, even if the tank is half full, you can turn the filter on it's side ( left or right) as long as the nozzles are directed away from the walls of the tank. Keep in mind, if you lay the filter down directly on the substrate ( gravel) you will ONLY be filtering in the water from one side ( the up side) I would recommend putting a couple of rocks one at each length of the filter, then placing the filter on the rocks ( see my poorly Illustrated diagrams)

If you are using an accent you should not have to need another filter. However, if you want to use this filter you will need an opening in the top to allow the chord to go out and into a wall outlet. You will also have to account for whatever aeration method you expect to use. Since the U series is self contained and only has the power chord ( and air line if you are using the Venturi Valve), all you need is a small space or opening to run the chord and/or air hose.

answer 2
This filter is fully submersible and can be used in the Fluval Accent. It will not fit inside the included filter chamber, so that will need to be removed and you will not be able to use the drain mechanism. Otherwise, you will need to position it elsewhere in the aquarium.

the numbers are the level of your fluval. for example I order mines fluval U2
so i order U2 Foam Pad or U2 Poly carbon Cartridge. Since you are a Fluval U3 you should order a U3 Foam Pad or U3 Carbon Cartridge depending what u need wich are basically those and
U3 POLY/CLEARMAX FILTER CARTRIDGE

The U stands for the series of filter and the # number for the model..
