No. If you want to keep them safe you need to install a fence that goes at least a foot below ground and is substantial enough that they cannot chew through it. I used old chain link fencing with additional chicken wire for my run. I also have hawks and had to install a roof over my run in addition to the above mentioned fencing. an old dog run works great if you can get one at a garage sale or if you have one not being used.
