The bars have 1" spacing as do other open areas. I would not suggest it for small birds. It's too large. There is a smaller version of this same cage, I'd check on it.

I wouldn't think so .. I wouldn't put anything smaller than a conure in this cage. You really need less than 1/2" or so for finch-sized birds ..
