It is the entire measurement from outside of bolster to bolster and they are so overstuffed and thus takes up so much space away from the inner pillow for the dog to lie on. My 7 lb dog could barely turn around. Unless she cuddled in a ball there was no room for any kind of stretching of limbs, or turning herself around, etc. It's a well made bed but the measurements taking into the design of how the dog fits in the bed is ridiculously small. The bolsters were made way to overstuffed taking away for the proper measurements for the actual sleeping space of the dog.
