Is this a carbonate based buffer or phosphate based buffer?

Need to know if it contains phosphates that would cause algae issues in a planted tank.

I tested the solution prepared with the ph 7 tab, and found it high in phosphate. Water alone was free of phosphate.
Now i know why I have cloudy water and an algae problem.
I've been doing 10-20% water changes using these tablets each week and my tank has 50 ppm phosphate and significant algae that I clean each week.
