You need to let it cycle for a couple days just to be safe, but other than that you can start out slowly by purchasing hardier fish then upgrade to you more expensive fish and corals

answer 2
Yes. When you first set up a aquarium you have to clean the equipment using just water and paper towels but that does not get off all the dust and manufacturing film. By adding water, sand/substrate, equipment, and then letting it run for a few weeks you not only cycle the tank but check for leaks and problems as a whole.

Seacar,

yes you will have to change depending on your stock but usually I would say every 3 weeks to 1 month you should be good, I would do a 25% water change just to remove fish food and waste from water, sea water is great.

You can buy petco's real ocean water. It has a ph of 8.1 and a specific gravity of 1.024. I wouldn't use it to top it off. I have used it and it's safe to use.

If you have a tank with tap and fish you do not have salt water fish.
If you are switching you need to clean tank and start fresh then use petco ocean water . But yes it is ready to use immediately. after bringing it to correct temp of 74 76 degrees. look into it more and be sure not to add salt water to your top off water because that brings the salinity up and kills your fish.
top off is not meant to raise salt water level or adjust it but to keep your water level.
