Any of the flea medications that you put on your dog has the potential for overdose, if improperly applied. Small dogs can be most affected by too much at one time, so since you're right at the dividing line, it would be better for you to do the Teal K9 Advantix II, which goes up to 20#, and not risk having it be too much for your small dog. If you find you need to retreat, you can always do so 2 weeks later, which is why getting the discount for multiple treatment package is always good. How does your pet's weight vary over the course of a month? If it's mostly more, go with the upper range (I think it's the red pack).
