Would ammo carb with ammonia remover be safe to use in a turtle tank ? It has a warning on the box but no details about it.

I am trying to find a good and safe activated carbon refill .

I use API "activated" carbon and it does a great job keeping the water clear. So, yes it is safe! The activated works a little better in my opinion. I buy media bags and fill them myself instead of the pre-packaged media kits. Better product and more media for your $$$!
