Long time since I've had a puppy but I would say no, not until they are older. I have a German Shep mix(13), a Lab (8) and a Great Pyrenees (2). They make mincemeat out of them and love em.

This works GREAT for pups, I have a 7 week old chocolate lab and he loves them. Only thing I would recommend is cutting them in smaller pieces.
